3. National Defense Reserve Fleet (NDRF): California
Once the ships of war, today these relics litter California’s Suisun Bay in patches of tethered islands of rust. Supposedly the U.S. can activate these merchant vessels in a matter of no more than 120 days, but without a purpose, they remain inactive. Instead of protecting the United States, they’re polluting the water with contaminants as they fall apart. Locals have come to call it the Mothball Fleet.
