They decorated all the wands by hand.
In Ollivander’s Wand Shop, there are some 17,000 wands. Filmmakers had to decorate each one by hand. Considering we don’t see more than a handful of wands, that’s a ton of discretionary effort. The labor cost alone must have been crazy.
