11. Remote Disabling Technology
One thing Russia can do without much money is disrupt existing systems. (Ahem. I’m looking at you 2016 U.S. election.) If the enemy has better technology and more money, one way to defeat them is to unplug their technology. That levels the playing field well. In fact, it tips the scales if the other side’s whole platform goes down. Russia could beat an enemy with rocks in such a situation. Their reach for such technology, according to IB Times, would be expansive. They would operate it on the ground, the sea, and in the air, disrupting everything from communications to navigation.
