3. The 21st Amendment

When the 21st Amendment hit the table, the hard truth of the last decade came with it: Prohibition failed. People wanted to have a beer. Keeping them from drinking only spun society into an uglier version of its former self. The 21st Amendment had only one goal: repeal the 18th Amendment. February 20, 1933, Congress proposed the 21st Amendment. There were 36 states which immediately ratified it, two who dragged their feet, and one who rejected it outright. (So sad, South Carolina.) Anyway, 36 was enough.
